Residential and Non-Residential scholarships are awarded to all eligible Post-Matric students belonging to the Scheduled Castes at all levels of education. These scholarship amounts include Maintenance Charges of the students (MTF) and all non-refundable Fees payable to the institution (RTF).
Government of India reimburses the amount spent for award of Post Matric Scholarships, incurred in a year over and above the committed liability i.e., amount spent by the State Government during the terminal year of the previous Five Year Plan. The income ceiling for the sanction of Post Matric Scholarships is Rs.2.00 lakhs per annum.
The entire process of sanction of Post Matric Scholarships is made online and Aadhaar authenticated.

During 2017-18, an amount of Rs.17868.53 Lakhs for Mess Charges (MTF) and Rs.31845.55 Lakhs for Reimbursement of Tuition Fee (RTF) under State Development Plan and Rs.4682.12 Lakhs and Rs.16200.00 Lakhs for MTF and RTF respectively under Central Assistance to State Development Plan are provided for the above purpose.
To curb the high dropout rate among Scheduled Caste Children studying in primary and secondary education level, Scholarship is sanctioned @ Rs.100/- per month for boys and Rs.150/- for girls for (10) months, from classes V to VIII. Under the scheme, students studying in Govt. Schools / Aided Schools are eligible for payment of Pre-Matric Scholarships. Income limit under the scheme is Rs.2.00 lakhs per annum. The scheme is administered online. It is proposed to cover 1,51,145 students for the academic year 2017-18.
During 2017-18, Rs.4,780.35 Lakhs is provided for the above purpose.
The objective of the Scheme is to support parents of SC children for education of their wards studying in classes IX and X so that the incidence of drop-out, especially in the transition period from the upper primary to the secondary stage is minimized.
Under the scheme, students studying in Govt. Schools / Aided Schools are eligible for payment of Pre-Matric Scholarships both for Day Scholars and Hostellers. An amount of Rs.150/- per month for (10) months both for boys and girls is sanctioned for day boarders. In addition to the above an amount of Rs.750/- is provided as adhoc grant per annum. An amount of Rs. Rs.350/- per month for (10) months both for boys and girls of SC boarders of Govt. Hostels is sanctioned. In addition to the above an amount of Rs.1000/- is provided as adhoc grant per annum. The scheme is administered online. It is proposed to cover 73,850 students for the academic year 2017-18 with a Budget Estimate of Rs. 4,000.00 Lakhs.

With a view to enable the benefit of higher education in foreign universities to meritorious SC students thereby providing them an opportunity for better career prospects within country and abroad, the scheme of “Ambedkar Overseas Vidya Nidhi - Financial Assistance for SC students for pursuing Higher studies in Foreign Universities” was introduced.
The selected SC student, shall be sanctioned Rs.10.00 (5.00 +5.00) lakhs grant in two instalments - First instalment of Rs.5.00 lakhs on production of landing permit/I-94 i.e., immigration card and the second instalments on production of 1st semester results. Student can avail educational loan of Rs.5.00 lakhs from any Nationalised Bank with the coordination of A.P.State Co-Operative Finance Corporation at prevailing rates of interest. Besides above student shall be sanctioned on production of valid documents, one way passage grant (economy class) and total visa fee. Students who got minimum percentage of marks in qualifying examinations will be selected as per order of merit till the target of 300 students per year is achieved in Engineering / Management / Pure Sciences / Agriculture Sciences / Medicine & Nursing /Social Sciences/Humanities are eligible for MBBS, PG and Ph.D. courses in all above faculties.
Selection of the students shall be done by the State Level Screening Committee. The State Level Screening Committee consists of the Principal Secretary, Social Welfare as Chairman, Commissioner / Director of Social Welfare is the Convener, Commissioner of Technical Education, Secretary, APSCHE, and the Vice-Chancellor, JNTU, Kakinada are the members of the Committee. Selected students can pursue studies in USA, Canada, UK, Singapore, Australia, Germany, New Zealand, Sweden, Netherlands, France, Denmark, Russia, China, Philippines and Kazakhstan. So far, 16 SLSCs were held and 253 candidates were selected in the State of Andhra Pradesh.
During 2017-18, Rs.3300.00 Lakhs is provided for the above purpose.
Under scheme , i.e., “Coaching to SC students for Eligibility Tests such as TOEFL/IELTS and GRE/GMAT and other for Admissions in Foreign Universities” from the academic year 2013-14, to make possible admission of SC students to Post Graduate Courses in reputed foreign universities in Medicine, Engineering, Pharmacy etc by obtaining higher scores in the above said examinations.
To seek admission in reputed foreign universities, under Ambedkar Overseas Vidya Nidhi students have to obtain good scores in tests of English proficiency such as TOEFL & IELTS and in General Aptitude Tests such as GRE / GMAT or equivalent qualifying examinations. Most of the SC students, due to poverty, insufficient language skills in English and other disabilities are often unable to perform well in the above said qualifying exams.
With a view to equip the SC students with requisite skills by providing them the benefit of coaching in GRE / GMAT/ TOEFL / IELTS etc., through reputed coaching institutions for obtaining higher scores, Government is implementing the scheme of Coaching to SC students for eligibility test such as TOEFL / IELTS and GRE / GMAT and other for admissions in foreign universities (Skill Upgradation for Professional Graduates).SC graduates or final year students at graduation level whose family Income is less than 2.00 lakh per annum are eligible. Under this scheme Text Books and Reference Books are provided for SC students pursuing Professional courses like Engineering, Medical, Agriculture, Law, MBA etc., The cost ceiling per set is Rs.7,500/- for Degree Courses in Medical/Engineering, Rs.5,000/- for Degree Courses in Veterinary, Rs.4,500/- for Degree Courses in Agriculture and Rs.5,000/- for professional courses at PG level.
During 2017-18, Rs. 850.00 Lakhs is provided for the above purpose.
Under this scheme, eight SC law graduates are selected every year in each district for undergoing training and seeking employment elsewhere after the training. The duration of the training period is 3 years. The selected candidates are attached to the law officers within the district like Govt. Pleader, Public Prosecutors, Asst. Public Prosecutors of District Courts.
The candidates selected by the selection committee are paid stipend @Rs.1000/- P.M for three years, reimbursement of enrolment fee @Rs.585/- each and Rs.6000/- towards purchase of law books and furniture (one time).
During 2017-18, Rs.82.50 Lakhs is provided for the above purpose.
Under this scheme, SC students, who are admitted in Best Available Schools in the State and Hyderabad Public Schools at Begumpet, Ramanthapur & Kadapa are provided tuition fee, boarding, lodging, dresses, books, stationery etc. The main aim of the bright students scheme is to impart quality education to the SC students in order to enable them to withstand the competition on par with other students in general.
SC students are admitted in the best-selected schools having high standard of education with high reputation for discipline, like schools run by the Missionaries. Each student admitted under the scheme is sanctioned financial assistance up to Rs.20,000/- per year (Non- Residential) and Rs. 30,000/- per year (Residential)
The entry point in Best Available Schools is class I in reputed selected Non Residential Schools and in Class V in reputed selected Residential Schools. Under this scheme importance is given to the children of those belonging to the families of agricultural labourers, jogins, bonded labourers and orphans.
There are 1300 seats in Non- Residential system in the State @ 100/- per district. Number of seats in the Best Available Schools (Residential) are increased from 100 to 200 in 5 Districts i.e., Srikakulam, Vizianagaram, Visakhapatnam, Anantapur & Kadapa and 200 to 300 in 8 Districts i.e., East Godavari, West Godavari, Krishna, Guntur, Prakasam, Nellore, Chittoor and Kurnool totaling 3400 seats in the entire State. Further, fee is also enhanced from Rs.20,000 to Rs.30,000 per annum in Best Available School (Residential).
The SC students who were selected and admitted upto 2014-15 and studying in Hyderabad Public School, Begumpet, Ramanthapur at Hyderabad are continuing and providing Scholarships upto completion of 10th class and the SC students are also provided admission in HPS Idupulapaya, in the 1st class and renewal students are pursuing studies in Hyderabad Public School in various classes. The students are provided Fee charged by the institutions ranging from Rs.45,000/- to Rs.2,40,000/- p.a per student depending on the class of study, day scholar or hosteller.
The Income limit under the scheme is Rs.65,000/- per annum in rural areas and Rs.75,000/- in urban areas. The students are selected through lottery system.
During 2017-18, Rs.3870.00 Lakhs is provided under the scheme with physical target of 14,275 Students.
This is a Centrally Sponsored Scheme with 100% central assistance. The main objective is to upgrade the merit by providing them with facilities for all-round development through education in Residential Schools / Colleges.
A package of Rs. 25,000/- per student per year will be granted, the breakup of which is Rs.15,000/- per year per student for books, stationery, fees, boarding charges, pocket money etc. and the remaining Rs. 10,000/- per year per student is for honorarium towards teachers, experts and other incidental charges.
It is proposed to cover 434 SC students in the (13) districts of Andhra Pradesh State during the year 2017-18 with Budget Estimate of Rs.108.50 Lakhs under Central Assistance to State Development Plan.
At present there are 958 Hostels (Boys 608 and Girls 350) and other Social Welfare institutions functioning under the control of Social Welfare Department. The maintained strength in the hostels is 83,702. The caste composition of students in each hostel, (intended to achieve social integration), is shown below:
Free lodging and boarding facilities are provided to these boarders. They are also provided with facilities like textbooks, note books, study material, bedding material, trunk boxes, plates and glasses etc. free of cost. Each hostel boarder is given 4 pairs of dresses every year. Mess charges are paid @Rs.750/- per month to each boarder upto VII and Rs.850/- from boarders from VIII to X class.Cosmetic charges are paid @Rs.50/-p.m for boys and Rs.55/- for girls per month upto VII Class and Rs.75/- per month for girls from Class VIII to X Class. Hair cutting charges for boys are paid @Rs.12/- per boarder per month.
To improve the results of the Social Welfare Hostels, in 10th class introduced the system of supervisory studies in Social Welfare Hostels, by organizing some hostels as special hostels. In these hostels, VIII, IX and X class boarders of all SC/ST/BC hostels in the district are pooled at one place and supervisory studies are organizing by drafting eminent tutors to train the boarders in Mathematics, Science, English and Hindi subjects at a monthly remuneration of Rs.1500/- P.M. per subject. Vide G.O.Ms.No.96, Social Welfare (Edn.I) Department, Dt:30.12.2013. An additional amount of Rs.50/- per boarder per annum is being paid to provide additional study material in special hostels.
Unit tests are organized in the special hostels with the help of special tutors once in every week to improve the academic performance of hostel boarders and the progress reports / academic performance is being monitored through e-hostel portal. During March, 2016, 15,045 boarders appeared for 10th Class examinations and 90.93% of boarders passed. The State average is 94.52%.
Green channel scheme has been introduced from the year 2011-2012 for smooth flow of funds by removing quarterly Treasury restrictions. As a result basing on the admitted strength, 100% budget is released towards diet, cosmetic charges, Rents. So as to enable to provide facilities to the inmates intime.
Government have sanctioned 332 College Hostels for SC Boys (167) and Girls (165) with a sanctioned strength of 100 boarders per each hostel. At present (294) college hostels in the State are functioning with an admitted strength of 26,289 students.
House rent, electricity charges, water charges and honorarium to Honorary Director etc., is provided from the budget. Earlier, mess charges were met from the scholarships sanctioned by the Social Welfare Dept., at the Department attached hostel rate under Post Matric Scholarships. Now, the mess charges are being met from regular diet charges of Pre Matric Hostels (G.O.Ms.No.40 SW(EDN-II), Dated:29.06.2015) which facilitate the smooth functioning of Colleges Hostels. Out sourcing of service providers for catering, sweeping and watch & ward is also to be provided from 2017-18 onwards.
During 2017-18, Rs. 45,403.55 Lakhs is provided for the above purpose.
(Special Hostels for Welfare of Aged Infirm and Destitute)
Ananda Nilayams were started in 1997 by merging Government Orphanages and Vimukthi Hostels to provide all amenities to these students in Ananda Nilayams on par with other hostel students re-deploying the staff from the orphanages. The sanctioned strength of each Ananda Nilayams is 100. There are (24) Ananda Nilayams, i.e., (13) for Boys and (11) for Girls, and (4) child beggar homes i.e., (2) for boys and (2) for Girls functioning in the State of Andhra Pradesh
During 2017-18, Rs.1,156.53 Lakhs is provided for the above purpose.
The buildings viz., Hostels, Integrated Welfare Hostel Complexes (IWHCs), Colleges Hostels, Ambedkar Bhavans, Community Halls are constructed through APEWIDC/APMSIDC/ Panchayat Raj Department. At present out of 958 hostels 873 hostels functioning in Government building 85 are functioning in private buildings. In Integrated hostels, accommodation is provided for 400 boarders.
During 2017-18, all the Integrated Welfare Hostel Complexes (IWHCs) are proposed to be converted into Mini Residential Schools.During 2017-18, Rs.25,000.00 Lakhs is provided for construction of the above Government Buildings.
An amount of Rs. 2.00 Lakhs (Rs. 1.00 Lakh from Govt. and Rs. 1.00 Lakh from Local bodies / Welfare Association / Individuals) is sanctioned for erection of Dr. B.R. Ambedkar Statue / Sri. Babu Jagjivanram Statue in the premises of Ambedkar Bhavans / Community Halls and other permitted places.
During 2017-18, Rs.430.00 Lakhs is provided for the above purpose.
